The Central Intelligence Agency began an unusual surveillance operation when the Cold War reached its most intense phase in the 1960s. The agency attempted to change a common house cat into a tool for recording speech in secret. It named this classified work Project Acoustic Kitty. The Directorate of Science & Technology developed the plan because it wanted to use animals to record the speech of high-value targets, including Soviet officials. The project showed that the agency competed for technological superiority and tried methods that were different from traditional spying.
The reasons for selecting cats were based on biological research. As with humans cats have internal ear structures that help them isolate and concentrate on particular noises in loud surroundings - this biological trait suggested that the animals were suitable for hearing speech in places with many individuals, like outdoor recreation areas or areas close to diplomatic buildings. To reach their goal, cats could travel through public areas without being detected. They could walk past security guards who focused on human agents or visible electronic equipment.

The total amount is frequently cited as between ten and twenty million dollars but government documents do not list a specific number. To create the device, technicians collaborated with external companies that manufacture sound recording tools. They built hardware small enough to fit inside a living cat. The cat still had to appear completely normal.
Wiring a Cat for Espionage
A surgeon performed a medical procedure that lasted sixty minutes. In this operation, the specialist placed a microphone inside the ear of the animal. He installed a radio transmitter at the bottom of the skull. The doctor then integrated a wire antenna into the hair of the feline from the back to the tail. The objective was for the animal to capture and send audio data from its environment. The goal was for the cat to move through locations without arousing suspicion.
But the technicians soon found a basic difficulty because the animal remained a domestic feline. As every owner of those animals understands, domestic felines act according to their own internal motivations rather than human instructions. The agency found that the subject would move away from the task when it experienced boredom, distraction or a need for food. To solve this problem, medical staff performed further surgeries to stop the physical sensations of hunger - those procedures forced the animal to ignore its internal biological needs. The researchers also used sounds to lead the feline and they showed in a laboratory that they are able to move the animal short distances toward a goal. Victor Marchetti served as the assistant to the Director of Central Intelligence and he gave a detailed report of the surgeries. He stated that the staff cut the feline open to insert batteries plus wires and they used the tail as an antenna. He stated that the animal appeared physically distorted and unnatural. Jeffrey Richelson, a senior fellow at the National Security Archive, also spoke about the health of the animal. He stated that he was uncertain how long the cat would have lived after the surgeries, even without the fatal vehicle accident.
A Taxi Ends the Mission
The Central Intelligence Agency completed multiple years of research and trials on mannequins and non human subjects by the mid-1960s. The agency then determined that Project Acoustic Kitty was ready for an initial practical application. The chosen location is a park located near the Soviet embassy in Washington, D.C. Two males are seated on a bench in this park - those males are suspected to be Soviet diplomats or intelligence officers. CIA employees occupied a nearby vehicle filled with electronic surveillance tools - they released the cat and waited for results.
The subsequent events are frequently discussed within the intelligence community but reports are inconsistent. As stated by Victor Marchetti, a former CIA officer, a taxi struck and killed the feline during this initial mission - but Robert Wallace, another former CIA official, disagrees with this statement. He says the feline survived and remained alive after the agency ended the project. In the description by Marchetti, the employees were unable to help from inside the vehicle as the car hit the cat before it arrived at the bench.
To clarify the situation, Wallace, the former director of the Office of Technical Service, spoke in 2013. He claimed that technicians extracted the electronic components from the feline. The veterinarians then repaired the surgical incisions. On his account the cat lived a long and healthy life after those events. There are further failures in later trials regardless of which report is correct. The agency eventually judged the project to be entirely unsuccessful.
The Verdict Comes In
The Central Intelligence Agency ended Project Acoustic Kitty during March 1967. A document which the agency released from secrecy and stored at George Washington University describes the official evaluation of the program. It states that the researchers achieved a specific result - showing that cats follow directions to travel across small areas - but the text explains that the method is not functional for gathering information. Environmental conditions and safety risks in locations outside the United States made the process difficult to use. The agency decided that the technique is not effective for secret operations. In this situation, the biological instincts of the animals were stronger than the technical designs of the scientists. As Robert Wallace stated, the cat performed actions according to its own desires rather than the goals of the agency.
For thirty years the project existed as a minor event in the history of the Cold War. There were stories told by staff members but official records were not public - this changed during 2001 when the National Security Archive requested that the government release files about the Science & Technology Directorate. The publication of those papers verified the details of the project.
The push for disclosure was largely credited to Jeffrey T. Richelson, who published a book in 2001. He wrote The Wizards of Langley - Inside the CIA's Directorate of Science & Technology to describe how the agency operated the program.
Project Acoustic Kitty is an example of the unusual methods that intelligence officers used during the Cold War. The 1967 memo describes the project as a partial success because the scientists proved that cats walk short distances. The document portrays those researchers as examples of scientific pioneers, which creates an effect that is both sad and funny - but the CIA was not the only agency that used animals for operations during this era. The U.S. government used ravens and pigeons to watch targets. And decades later, the Defense Advanced Research Projects Agency at the Pentagon researched insects with electronic parts for spying. Scientists at the University of California, Berkeley built a beetle that they could control in 2009 - this development shows that the goal of using animal machine hybrids for intelligence work continues to exist.

The cat is independent, curious and unpredictable - those attributes made the animal seem useful for spying at first but they eventually became problems that the agency could not solve.
